The deadlines are set. Under the U.S. Department of Justice ADA Title II rule, state and local governments of 50,000 people or more must meet WCAG 2.1 AA for web content, including PDFs, by April 26, 2027. Smaller cities and all special districts have until April 26, 2028. Health providers that receive HHS funding and have 15 or more employees face a similar Section 504 deadline of May 11, 2027.

Text documents

Agendas, minutes, staff reports, flyers. We add structure (headings, lists, tables with headers), set the title and language, and describe every meaningful image.

Scanned pages

A scan is just a picture, and a screen reader hears nothing. We convert it to real text, proofread it against the image, and tag it.

Forms

We turn print-only or poorly built forms into fillable forms where every field has a spoken name and a logical tab order.

Other languages

Spanish, Chinese, Vietnamese and Korean sections are tagged with their language, so screen readers pronounce them correctly.

How we check: every file is validated with veraPDF (the open-source PDF/UA-1 checker) and spot-checked with the NVDA screen reader. We use AI-assisted tools with human review. If your files must not be processed by AI tools, tell us and we will quote a manual-only option.
